About
The objective
of the Standardized Files and Standardized Indicators project (SFSI)
is to facilitate the monitoring of social and economic outcomes
of national development programs using household survey data. This
will increase the visibility of sub-national groups, such as the
rural population, poor households and women, who typically do not
benefit proportionally from the national development programs. This
type of monitoring will not only inform the progress, but also the
inclusiveness of the national development, and is especially suitable
for programs with a poverty reduction focus such as the Poverty
Reduction Strategy Paper (PRSP). SFs can also facilitate certain
types of comparisons across countries and to track the development
progress over time.
The comparability
of the SFs is achieved through the use of a common set of variable
definitions, to which individual surveys are harmonized. The procedures
are put in place to ensure good data quality, transparency of data
processing, and the ease of data analysis. These include verification
for internal and external consistencies, extensive documentation
of data processing, and harmonization of the standardized files
through a common set of variables. The data are currently summarized
in Standardized Survey Bulletins, which examine a country's Millennium
Development Goal (MDG) related achievements in a poverty monitoring
context. Intranet dissemination of these data is planned for the
near future through the World Bank Data Development Group (DECDG)
Development Data Project (DDP).
In addition
to Monitoring and Evaluation (M&E) purposes, another important
objective of SFSI project is to use the process of producing SFs
as a statistical capacity building tool for the countries where
household survey data are collected. Two regional workshops are
being planned for September (Anglophone countries) and November
(Francophone countries) 2003, with special focus on household survey
data cleaning, expenditure aggregation and documentation. National
Statistical Offices, especially those with recent surveys that need
to be processed, are encouraged to apply for attending the workshop.
The workshop agenda will be posted in July 2003.
